WASHINGTON — Just a few hours after workers demolished the forbidding black fence surrounding St. John’s Church near the White House, six men climbing up the ladder began to remove the barbed wire from the 12-foot fence. Unfolding in the context of the US Capitol.

The U.S. Capitol Police and Washington, DC Rep. Eleanor Holmes Norton (D) confirmed on Monday that a specific fence near the Capitol is being demolished, a spectacular barrier parallel to Third Street on the National Mall. But as the afternoon progressed, it became clear that the barbed wire removed from the Third Street barrier will not be abandoned. It will be close to Congress.

USCP officials and Norton said that the barbed wire will be reinstalled on the newly erected smaller fence. The new 8-foot fence is located on the other side of Third Street, near the Capitol.

After the Capitol Police began planning to reopen 3rd Street for vehicular traffic, the security department made a readjustment. Since the road is accessible to public vehicles, it is necessary to move the barbed wire between the car and the Capitol.

"I have to tell you that I think this is progress," Norton said of the deconstruction of the Third Street obstacle. "When the Capitol belongs to the American people and the people of the District of Columbia, this is gradually bringing us back to normal."

Norton acknowledged that the barbed wire will be retained, which is expected on March 4. Conspiracy theorists call this date the day of the inauguration of former President Donald J. Trump, and this event will not happen.

"Just in case, the razor line was put on hold," Norton said. "But if I can say that, these people won't be back. They are here because of Trump. They saw the writing on the wall."

According to Secretary of Defense Lloyd J. Austin III, in order to further reduce unprecedented security measures, the National Guard troops in the line of defense are expected to withdraw on March 12.

At the first press conference he led the Pentagon, Mr. Austin declined to discuss intelligence on March 4, but said that there was no additional requirement for a military presence in the Capitol.

"Now, in terms of our estimated stay, it's March 12th," Austin said. "And we have no additional requirements or requirements from other federal agencies to support them."
